North Westwood Neighborhood Council recap – Feb. 15

The North Westwood Neighborhood Council is the official neighborhood council representing UCLA, Westwood Village and the North Village to the Los Angeles City Council. Council meetings are held each month and open to the public via Zoom.

The Tuesday special board meeting was presided over by Furkan Yalcin, the NWWNC president. It was the second meeting controlled by Yalcin, an at-large stakeholder, since October when the council was placed in Exhaustive Efforts, a probationary status, by the city of Los Angeles. The Feb. 7 special board meeting was also presided over by Yalcin.

On Oct. 7, the NWWNC was placed in Exhaustive Efforts for a tentative three-month period because of noncompliance with an agenda posting policy. As of the Feb. 7 board meeting, one month after the end of the initial period, the council remained in Exhaustive Efforts.

There were no comments from public officials.

Board announcements:

  • Peter Clinco, an organization stakeholder, said the council must finalize any potential bylaw changes by April 1 to comply with city deadlines. The council began discussing potential amendments to its bylaws after voting to remove Flint Dile, a former homeowner stakeholder, on Jan. 25 because of noncompliance with a bylaw requiring that council members have no more than two unexcused absences. The council had previously tabled voting on the matter because it was unable to verify the accuracy of its Aug. 11, Sept. 1 and Sept. 7 meeting attendance records but ultimately voted to remove Dile on the advice of the city attorney’s office.

There were no announcements from the Department of Neighborhood Empowerment.

  • The council approved a motion to send a letter to city Councilmember Paul Koretz calling for changes to the Westwood Village Specific Plan, which outlines business and zoning regulations in the Village.
  • The council approved a motion ad hoc committee to review the NWWNC bylaws and potentially propose amendments.
