Both Bruin Plate and De Neve Residential Restaurants — the two “all-you-can-eat” dining halls on the Hill that open for breakfast, were open as of 9:20 a.m. Tuesday, while Bruin Café and the Study at Hedrick were both accepting mobile orders.
