California is unprepared to confront increasingly extreme heat, according to a UCLA report published Oct. 27. The Basic Income Guaranteed: Los Angeles Economic Assistance Pilot will give around 3,000 households $1,000 cash payments monthly for one year, without any restrictions on how the money can be spent.
